In accordance with the framework of MASAM II project, “Tand tus dem boloy” CSO worked towards improving quality and capacity of the primary health centers in Bayan-Ulgii province.

In accordance with the framework of MASAM II project, “Tand tus dem boloy” CSO worked towards improving quality and capacity of the primary health centers in Bayan-Ulgii province. For this purpose, the CSO used citizen voice and action (CVA) advocacy approach of World Vision

International. 

First, they conducted participatory assessment of the equipment adequacy, human resource, and access quality at Merriem primary health center which was selected as a pilot.  In the evaluation 130 citizen including pregnant women, mothers, children, elders and disability involved and defined emerging three (3) issues when people take medical service from primary health centers.  

1)      Primary health centers run their daily business in inadequate environment (not standardized building

2)      Blood and urine tests are in available

3)      Rehabilitation service is required

Secondly, CSO organized face to face meeting under topic “Participative-citizen – Accountable Government” with duty bearers and representatives from health sector. Through this meeting, NGO raised following request with assis of citizen to the governor and relevant decision makers:

·         To allocate budget for establishing two new primary health centers in Ulgii sub-province in 2023

·         To provide laboratory’s medical equipment to all primary health centers of the Ulgii sub-province, as well as support to all primary health centers have facilities for laboratory tests

·         To allocate budget  for hiring professional doctor who care and provide rehabilitation service to the children with disability, paralyses children at “Meirim” primary health center.

As a result, following decisions were made by relevant government officials. 

1.       In 2023, province governor committed to build two primary health care centers among bags where large population are.

2.       Meriem Primary health care center added rehabilitation service   

3.       Parliament member of Bayan-Ulgii province committed that give financial support on laboratory equipment for testing from their constituency fund.

Further, respective CSOs in Bayan-Ulgii are planning work closely with primary health centers towards delivering qualified medical service to the citizen.
